enable a warning message on windows logon

start - run - type "regedit"

go to:
HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows NT\CurrentVersion\Winlogon

add or modify:
new - string value - type "LegalNoticeCaption", this is the title
new - string value - type "LegalNoticeText", this is the message
